this summer or fall i'm going to get a ruger mini 30 in 7.62x39(5 round magazine). i think i'll scope it with a 2-7x leupold. it will be my close cover rifle(100 - 150 yards, most likely it will be 50 yards and under). i will use it for deer. it won't be for "ammo dumping", so i'll reload it. i'm thinking starline brass? what fn boolit(.310+") should i use?

Well if it was me as we already have a bunch of semi-auto rifles I would get the bolt rifle. WE did some time ago and no regrets. That little x39 brass really shines when placed in an accurate situation.
You might want to look into the cost of those Ruger mags also.

they both are a little pricey, but with the ruger you get two, with the cz, only one. but i'm sorta liking the cz.

Going back about 20 or so years I had a Ruger model 77 in 7.62x39. This was a factory stainless steel rifle but in the hideous synthetic cut away stock. I too wanted the rifle for more accurate shooting than what is normally expected from the 7.62x39 cartridge. So with that goal in mind I did what I normally did in that situation, got ahold of Walt Melander at NEI. After relating my expectations to Walt he made me a custom mold for a 165gn round nose gas checked bullet. This bullet has worked out wonderfully well for the Ruger rifle as well as in several SKS rifles I later tried it in.
The increased bullet weight over standard mil-surp seems to not only improve accuracy over the short stubby very short bearing surface surplus bullets but also adds terminal effect for use on deer size game.
One thing though is that I run them at .313" diameter not at the .310" you mentioned.
I also tried this bullet in the 7.62x54 as well as the 303 British and it performed equally well in all. So with that experience under my belt to answer your question I would recommend our Bullshop .313" 165 RN-GC for use in any rifle chambered in 7.62x39 especially a bolt action. Secondly my preference and recommendation is for the bolt action over the semi auto because you say your not looking to just dump ammo and I feel the bolt action has the greater potential for best accuracy which to me is always at the very top of the list of requirements.

i'm sorta going the bolt action way!!! i was only going .310" as the actual bullet size. i don't have it, i'm going off of ruger page. cz is a .311" bore size. i am really into your 165gr ranch dogs(.311"). i like the "slap" of the boolit entering deer!!! i was wondering if you size a ranch dog to .313"? or any other 150+gr flat nose gc boolit to .313"?
alright, i'm going to go with the cz 527 but that is next years project!!!!!

I can no longer keep mental track of what bullet designs we have available. If you go here bullshop.weebly.com and scroll to the -more- icon at the top right of the page you can view our full list. If the Ranch Dog design you mentioned drops from the mold at least .313" diameter but I don't know if it does we can supply them at that diameter and smaller. All the Ranch Dog molds I got from Michael run a few thousandths over specified diameter.
